I am accordingly to enquire whether Their Lordships desire that the

balance in the hands of the Hong Kong Government be transmitted to this

Department to be set off against this unliquidated charge to the Russian

Government.

In reply to your letter of the 13th instant (T.54025/17]

on the subject of the cargo ex s.s. "TOKUYAMA MARU" discharged

at Hong Kong, I am directed by the Lords Commissioners of His

Majesty's Treasury to inform you that They note your view that

the cost of sea-fraight on the rails which formed part of the

cargo in question is recoverable from the proceeds of the sale of

the rails.

My Lords are accordingly requesting the colonial Office

to instruct that the balance in the hands of the Hong Kong

Government viz. $ 66,624.09 be transmitted to your Department to

be set off against the unliquidated charge to the Russian

Government, Treasury Letter S. 1940 of 26th April, 1923 being

regarded as cancelled.
